Is IOF random draw likely to be random?

Miika Kirmula had an instagram post asking there to be more transparency within the start order draw of international orienteering competitions. With this article, I want to assess with statistical tools if the start order draw is skewed towards not being fully random. I think there are many conclusions that can be made if you pick the data in the way you like, so the idea is to observe with robust statistical methods. The most likely case is that we cannot say anything, as the amount of observations is so small.
